This beret from France is part of a Basque costume used in their folk dances. The ribbons and bells atop show that the beret probably belonged to a man as women wear the ribbons in their hair.
The Basque peoples have a long and interesting history as well as unique traditions. I've included a few links for your perusal:

This wool red beret measures 10 ½" across. The opening is smaller and not easily measured since it is so misshapen. Please note the imperfections-- the holes, the missing bells, the broken bell, the wear to the wool, the wear and pinholes as well as fraying to the ribbons.
