Starting in 1921, the country name Japan was used instead of Nippon, which was in use with the 1915 addition of "Made in" so I'm dating this vintage clicker or noisemaker as being from around the 1920s. The clicker, originally known as the "cricket," was first produced in the 1920s for band and orchestra leaders to help the musicians keep time. This WWI era soldier is kneeling and firing his weapon. His arm moves up and down and a click resounds when the clicking mechanism is pressed in the back.

Clicker is a little over 2.50" across and almost 1.75" from his helmet to the base of the noisemaker.
