These particular papers are vintage, post 1937, as it is mentioned in the interior of the flap that they won a gold medal at the 1937 Paris International Exposition. The award was given to this paper manufacturer in previous years in France and elsewhere, also shown in the interior of the flap.
*****Condition: Please note that the metal bar has discoloration and rust to it, and the packet also has discoloration with some rust that has transferred to the interior of the flap as well as to the perforations at the papers' edges. There is some wear to the packet's edges and light discoloration to the front and back of the closed packet as well as to the interior. Finally, I do not believe that this is a full pack of rolling papers. Please examine all photos carefully and do let me know if you need more as I'll be happy to oblige.
