12 meters of passementerie from France. Color is fairly even, but I am unsure as to whether it was a deeper black, and it just faded. Do let me know if you would like more photos as I'll be happy to oblige. The material appears to be cotton with an elasticized design throughout. If you examine the photos closely, you can see the individual threads anchoring the design to the fabric.
Probably late 1800s, but again, I cannot be certain.
