This antique stave or staff dip pen, known as a rastrum (pl. rastra) has five nibs and is used to create the lines in a musical composition. It was produced by Charlet-Mottier of Paris and is a rare and unique find, especially in its original box.
I've not cleaned the pen but have left this up to the discretion/preference of new owner.
